Euro 2020 Disorder – FA Review - Case Study

The Challenge:

The Independent Review undertaken by Baroness Casey into the events of 11 July 2021 (Euro 2020 Final Disorder) set out to understand what happened and determine lessons so that there can be no repeat in the future. On the day thousands of ticketless supporters sought to force their way into Wembley Stadium for the EURO Football Tournament Final, and created significant levels of disorder in and around the ground. The remit of this review was to look at the events of the day and the FA’s role in managing them, alongside its event delivery partners.

Our Approach

We supported the response by reviewing and analysing the methods used by thousands of people to take advantage of security vulnerabilities around the stadium. This allowed people to be brought to justice, and helped shape the recommendations made for future improvements.

“The report produced was incredibly thorough and helped the review team really understand the numbers and the methods that they used to break into Wembley. You put into context the truly abhorrent behaviour fans displayed that night and also helped us to be accurate when describing who was involved.” Baroness Louise Casey
